“The current Law Enforcement Merit System Council is a direct successor to the Highway Patrol Merit System Council enacted by initiative measure on the November 1948 ballot. In a majority vote of the people, the new law required that the State to maintain a Highway Patrol Division, created the Highway Patrol Superintendent, established Highway Patrol manpower levels, and created a personnel system administered by the Merit System Council. The people of Arizona intended for Arizona’s state police to be covered by under a merit system, and the system they created by initiative has worked well for 66 years.”
