DEATHS – LINE OF DUTY / FAMILY:
Since the first of the year there have been 6 Police Officers killed in the line of duty nationally.  Nine Officers have died since the last meeting.

In 2006, 142 Police Officers died in the line of duty.

Six were killed by gunfire
One died due to a heart attack
Two were killed in automobile collisions

Five were from Municipal Agencies
One was from a County Agency
Three were State Troopers (Kentucky, Tennessee, and Florida)

All nine were male

A MOMENT OF SILENCE WAS HELD

Motion made Jimmy Chavez, seconded by Mark Haughey, to accept
the Consent Agenda.  Motion passed.

PRESIDENT ANDY SWANN:
President Swann addressed the Board on several issues:
1) Crown Vic Issue
A company called Fire Panels has contacted the Department to have their product installed on older Crown Vic’s (prior to 2005).  Their product is installed around the fuel tanks and provides protection upon impact.  At executive staff meetings, Director Vanderpool asked the employee groups to have this information put out for feedback. Cost for the system is $400.00 per vehicle.

2) AAA Request for Legislative action.  This concerns the graduated
driver’s license program.  AAA would like the following action
taken:
a) Change permit time period from 15 years/7 months to 15 years/6
months
b) Add 5 hours towards driving
c) Add 6 hours towards nighttime driving
d) Change required age on passenger from 18 to 21
e) Nighttime restrictions on class G license:
1) No midnight driving until 5:00 am, except for church, work
2) Limit passengers to 1, except for family members
3) Fines would increase with number of violations
4) Would provide civil protection for employers, schools, churches

3) Second week of legislative session:
a) No changes to ASRS
b) Employee pay, JLBC asked for 2.5%, Governor requested 3 million,
insurance going up 0.5%

President Swann left the meeting to go down for Senate hearings, Executive Vive-President Jimmy Chavez took over the meeting.

20-YEAR RING PRESINATION:
Executive Vice-President Jimmy Chavez presented to Mike Bodean and Jaime Escobedo their 20-year rings.

DUES INCREASE:
There was a discussion held on the proposed dues increase.  Based upon this discussion, a committee was formed by Jim Bee, with John Eccles, Mark Haughey, & Celina Murrieta-Gonzales.  At next months meeting they will present to the Board several options for the increase.

NEW BUSINESS:

Motion made by John Eccles, seconded by Bob Gilbert, to support the AAA bill on graduated driver’s license changes.  Motion passed

Phoenix Mayor Phil Gordon asked the Association for our endorsement for his re-election.  Motion made by Jim Bee, seconded by Beverly Fuller.  Motion passed

Bob Gilbert reported on his contact with a business for cleaning the Officer statute in front of the Phoenix Headquarters.  Cost will be approximately $2,500.00

MOTION TO ADJOURN BY MARK HAUGHEY, SECONDED BY BILL ROGERS.
