HOUSTON — A kidnapping victim who was fatally shot in an FBI raid last week grabbed at one agent’s gun before being shot, according to the Houston police chief.

Houston Chronicle reports that on Thursday, FBI agents learned that Ulises Valladares, 47, was being held at a home in Houston, where a woman was guarding him.

Police Chief Art Acevedo said two agents breaching a window in the back of the home dropped the breaching tool through the window and resorted to using a rifle to continue the breach. The chief said for unknown reasons, Valladares began pulling on the agent’s rifle, leading to the agent to discharge his weapon.

The unidentified agent said he fired his weapon because he was about to lose the gun, KPRC-TV reports.

“It’s truly a tragedy for everyone involved,” Acevedo said.

The incident began when two men bursted into Valladares’ home on Wednesday morning, Vallardes’ son said. The two men restrained the boy and his father, demanding money that Ernesto Valladares, who also lived in the home, owed them.

The suspects reportedly made repeated calls to Ernesto from Ulises’ phone, which the FBI traced. That led to the raid on Thursday. Additional details about the raid remain scarce, with the FBI declining to comment on the incident.

Acevedo said once the investigation is completed, it will be sent to a district attorney’s office to see if it will proceed with a grand jury. The decision could take several weeks.

Police arrested three suspects in connection to the kidnapping. The chief said the kidnappers should be held culpable for Ulises’ death.
